I am having a problem with an HP 6954 printer. I am getting a 0x6100004a error, which indicates a paper jam. I cannot find a paper jam anywhere. When I clear the message, it goes to checking the printer please wait and just hangs up. After attempting to download an update it does the same thing where it just hangs.
One of the steps in troubleshooting is to remove the print cartridges but I can't get the print head to move it appears stuck.

I'd like to help!
I understand you are receiving a "0x6100004a" error.
Try the below suggestions -
Make sure the cartridge access door is closed
To avoid errors or other problems, make sure the cartridge access door is fully closed.

Open the cartridge access door.

Remove the paper path cover, and remove any torn paper, labels, or other obstruction that might be inside.

Reinsert the paper path cover, making sure it is fully inserted into the printer so that it does not interfere with closing the access door.

Close the door, ensuring it is fully seated.
Clear the error message
Remove the ink cartridges and retart the printer to clear the error message.

Press the power button to turn off the printer.
-
With the printer off, open the cartridge access door.

Turn the power on and wait for the carriage to move.

With the printer on, unplug the printer from power.

Remove the ink cartridges and set them aside. It might be necessary to manually slide the carriage to access the cartridges.

With the access door still open, turn the printer on, and then wait for the printer to complete the start-up sequence.

Once the carriage returns to the center and the error is clear, install the ink cartridges. If the error does not clear, repeat these steps up to three times.
If the issue persists, I'd suggest you contact HP in your region regarding the service options for your printer

I don't see a paper jam anywhere. Might it have something to do with ink. The color ink cartridges are low. I can't get the carriage to progress to the position where I can change them. it is stuck on the side. It only moves a little and than there is a lot of resistance. I have been able to move it once or twice.
also when you try to turn the unit off, it does not power down. it hangs at 'shutting down'

As this is a hardware issue, I'd suggest you contact HP support in your region regarding the service options for your printer
Follow the instructions below to reach them:
1) Click on this link - https://www.hp.com/us-en/contact-hp/ww-phone-assist.html
2) Select your product type below.
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Select the chat or get phone number options based on your preferences.
6)Fill the web-form and proceed further.
