If it shows up in the iPhone HP Smart then it has been added.
Log out of the windows HP Smart and back in or reboot windows.
The latest version of HP Smart as of Jun, 2024 is 154.2.1072.0 (USA English). If you do not have this version then go to the Microsoft store, find HP Smart, and click 'update'. If the button 'update' is missing then you need to run WSRESET from the Windows search bar.

Can the PC print to it?
If it can print to it then HP Smart should be able to add it.
If it cannot print to it then it is likely not on the same subnet as the printer.
In that case you could use the hostname of the printer rather than its IP address.
Either that or ensure that both systems are in the same subnet, usually 192.168.1.x
Get a printer network report. The PINs and Passwords should show up. Here is the important stuff from a typical printer report. The password shown in Wi-Fi can be the printers PIN or the modem's password depending on how you connected to the modem. The printer can have two bands but the only one that is connected will show up.

Your pc should be on 192.168.1 but your iPhone can use 192.168.23 since it is printing directly to the printer and not going thorough the router.
