I am the only user on my HP Envy laptop, I am an Administrator, I am unable to open the add printer dialog, I get 'Access is Denied' error dialog.  I have searched and searched and went through a few steps but no avail.  The most common suggestion is to set PrintSpooler service to auto, but my service is already set to auto.  
I think my bigger question is, if I am Admin, why would I ever get Access is Denied?  I would like to do whatever necessary to never get this annoying error again as I own the laptop, paid cash in full for it, and I am the only user.  It is very annoying.

I'd like to help!

 

Try the below steps to resolve the issue-

 

1.) Press Windows Key + R for Run Command – Type spool  > Click the Printers Folder and delete all the files and folders inside.

2.) Press Windows Key + R for Run Command – Type spool – Right Click on Printers folder – From the drop down click on Properties – Click on Security Tab – Click on Edit under Group or user names – One by one give permissions for all – Click on Apply and then OK.

3.) Next, launch Control panel -> Hardware and Sound ->Device and Printers -> Right on the Printer -> Printer Properties -> Security Tab -> under Group or user names – One by one give permissions for all – Click on Apply and then OK and restart the computer and printer
