I print Avery 4x6 labels all of the time. I printed some last week then shut off the computer and went away for the weekend. I'm not sure if the printer was off or not though. We had a power outage over the weekend and when I turned my computer back on on Monday and tried to print labels, the printer does not recognize a top margin and is starting the print job at the very top. I even opened a Word document with a 1" header to try it and chose the 4x6 paper option and it is also printing at the very top. How do I fix this?

Welcome to the HP Community --
It sounds a bit counterintuitive considering the power went off -- the printer might be confused and need a power reset.
Leaving printer switched ON,
Unplug from the wall outlet for at least one minute, two if you can stand it.
Plug the printer into known-to-be-good standard outlet.
If the printer does not boot on its own,
Press and release the power button
Wait for a seemingly endless long time for the printer to fully boot (start) and finish all its self-checks.
Might take one to two minutes... or so.
What else?
It should not (OK, perhaps not) be necessary to align the printer but you can certainly do that.
One method:
To align the cartridges from the printer display
a. Load Letter or A4 unused plain white paper into the input tray.
b. From the printer control panel display, touch Tools .
c. Touch Align Printer, and then follow the on-screen instructions.
and / or
If the printer is connected to your network,
If the printer is an InkJet Printer -
If the printer can be reached using the Embedded Web Server (EWS) and the printer's IP address,
then
Tools for the printer are generally available in EWS
Standard EWS
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Tools > Utilities > Print Quality Toolbox
