Best tool(s) to put USPS barcode on Envelopes

Looking for the best tool(s) to put USPS barcode on Envelope.  That works with Win11 and HP Smart, and HP Printer?

My local email will not deliver anything across town, unless it has a USPS postal bar code, on the envelope.  The mail will be sent 50+ miles (out of state, our town), Get the Bar Code Printed on the envelope, and then ship it back to the local facility and then deliver it. yes, that is how they operate in out part of the country.  long story shortened.

I liked to print and send mailings. (hate emailing, that just get lost in all the other emails). 

But I do not like my mailing deliveries taking over a week, to have to go through "central processing", just to go across town. 

any recommendations. please keep it simple,!
