Operating System: macOS 10.15 Catalina

Can an old iMac (late 2012) use the Tango X printer.  Also, how was the scanning function?

Sure, you may use the printer by installing the HP Smart app from the Mac App Store:

https://apps.apple.com/us/app/hp-smart/id1474276998

 

Scanning can only be done using the HP Smart app from mobile devices using its camera and not from any computer, the HP Tango X does not offer any scan hardware, but please check and make sure if the HP Smart app on your Mac may offer such too, the documentation does not refer to any such but it may worth trying, assuming there is a camera on your computer:
