Recently reinstalled Windows 10 and now installing printer drivers. Downloaded the drivers fresh from the HP Support page. Received a fatal error on installation. See the image below:
Searched for and found this thread
that seemed to describe the problem perfectly. Followed every suggestion in the thread, including the new user account. Also uninstalled all other printer drivers in case there was any other conflict. I am still in the same place.
Any other suggestions for what else to try?
BTW, I can install the printer from the Windows Settings panel. That still doesn't give me the HP Solution Center, and the ability to run the scanner app.

Performing a clean Re-installation of Hp Full featured drivers may resolve this issue. Let us try these steps:
Clean uninstallation of Pre-installed HP drivers
- In Windows, search for and open Programs and features
- Select your HP Printer
- Select Uninstall
- In Windows, search for and open Devices and printers
- In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose ‘Delete’ or ‘Remove Device’
- Open up the run command with the “Windows key + R” key combo.
- Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
- Click on the “Drivers” tab
- Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
- Select Ok
- Select Apply and Ok on the Print Server Properties windows
- Close Devices and Printers, restart the computer.
Update Windows
Select the Start button, and then go to Settings > Update & Security > Windows Update, and select Check for updates.
Click here to download the HP Full-featured driver.
Once downloaded, make sure to run the file to start the installation and follow the on-screen instructions.

Thank you for your support. Short answer: same outcome.
Longer answer:
Steps 1-3: Was only an HP Smart Printing App that maybe came with Windows 10? Uninstalled it anyway
Steps 4-5: Done
Steps 6-11: Done
Step 12: Done. Plus reconfirmed that steps 1-11 took and nothing mysteriously reappeared after reboot.
Windows Update: No updates available
Download the full-feature driver: Deleted the old copy (from 3 days ago). Downloaded the copy from the link provided.
Ran the installer. Fails almost immediately after installation begins. This is the failure alert window:
This is the error message that the installer provides:
The installer then "removes unnecessary components and exits.
I have also run DCIM and SFC without it helping. Am happy to do it again if it is a next step. I have also run the Uninstall_L3.bat from an administrator command prompt without success.
I searched the installation director %Temp%\7zS4502. Search was unable to find the hpoins43.dat file referenced in the failed command line. Don't know what that means. Just a piece of data.

Are you using a USB cable or trying to connect the printer wirelessly?
Using the Windows built-in driver may resolve this issue.
Kindly refer to the steps mentioned in this document to know how to install the printer using Windows built-in driver.
Note: If you are not able to find the HP Photosmart C4795, try installing a generic driver - HP Deskjet 990c from the list which would hold good for HP HP Photosmart C4795 All-in-One Printer.
