From the recommended setup for chromebook quote
"To print from a Chromebook, HP recommends you set up the printer with the HP app on a different computer or a mobile device."
My take on that is the HP app is only used to setup the printer and it cannot be done on the chromebook. While google play store has that HP app is it probably for android only.k
If you do not have another device to setup the printer see if you can find a copy of the old HP Smart.
