Why I cannot install HP Smart via Windows 10.

It kept stating starting downloading but nothing happen

It's an HP Officejet 3831 there is no sign that it's installing Smart at all, I'm trying to get my HP Office jet 3831 to scan many pages with the feeder, it only scans one page. Can anyone help?
