I gave my old printer i think it was a 9010 to my son when I got a new one, I unregistered it from my HP app but he is unable to register it himself as it still says it's registered

Yes, to fully transfer an HP printer, you must remove it directly from your HP Account Dashboard online, as removing it from the mobile app alone often only hides the device.
