I have installed an Officejet 4650 wireless printer on Windows 10 which was successfully installed from HP support website. Although it appears in the "Printers and Faxs" window it cannot be set as the "default printer" and does not appear in the printer list when printing. I have downloaded and installed the drivers from HP several times but still am unable to access the printer in Windows 10.

I am the The_Fossette. It looks like you were interacting with @Rainbow23, but he is out of the office today so I'll take over from here.
I see that you are facing issues while connecting the network printer to your Windows 10 PC. Is the printer connected to the network? Check the wireless light. If the light is steady blue, then the printer is connected to the network. If the light is flashing, then the printer is not connected to the network. Go to Setup - Network - Wireless setup wizard to connect the printer to the network.
Once the printer is connected to the network, then assign a static IP to the printer:
- Obtain the IP address of the printer – You can touch the “wireless” icon on the printer control panel to get the IP address.
- Type the IP address on your web browser to obtain the printer EWS page on your computer.
- Go to "Network" tab - General - Select "Network protocols" - Select "Enable IPv4 only" (or similar) - Apply the settings.
- Go to the “Network” tab – Click on “Wireless (802.11) – Then click on “Network address (IPv4)
- Click on the radio button which says “Manual IP” and then click “Suggest a manual IP address” to give a manual IP address to your printer.
- Click on radio button which says “Manual DNS Server” and under manual preferred type 8.8.8.8 and under manual alternate type 8.8.4.4 (This is Google DNS server address)
Now, try the steps below to install the printer over the network:
- First, unplug the USB cable from the printer if present.
- Go to Control panel – Programs and feature – Select all the HP Officejet printer entries and uninstall them.
- Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
- Restart your computer.
- Open the Run window (Press Windows logo key + R), type “services.msc” and press ok to get services window.
- Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties. Make sure the service is started and startup type is “Automatic”.
- Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
- Repeat the same exercise on “Function Discovery Resource Publication” as well.
- Click on http://hp.care/2ptjjHb and install the software.
- Select Wireless option on the connection page and then finish the installation.

Thank you for posting your query. I'll be more than glad to help you.
I understand that you are facing issues with your HP OfficeJet 4650 All-in-One Printer wherein it does not work on the wireless network.
This issue could occur if the firmware is not updated.
Let's go through a few steps that may help to fix this issue.
And here are a few steps to update the firmware in the link: Firmware Update
If the issue persists, then I suggest that you uninstall and reinstall the drivers by following the steps listed below:
Step 1: Uninstall the Drivers:
Please follow the steps provided to uninstall the printer software in the link: Uninstalling the Printer Software (Windows)
Also, please follow the steps provided below to completely remove the printer software from printer properties.
Steps to remove printer driver files from Print Server Properties:
1. Open the Print Server Properties dialog window by doing any one of the following:
(a). Press WINDOWS-R on the keyboard to bring up the Run window, type in 'printui /s /t2' (without the quotes), and then press Enter or click OK.
(b) From the Start menu or the Start screen and open Devices and Printers. Select any printer and then click "Print server properties" at the top of the window. Click on the Drivers tab.
2. Select the printer driver you wish to uninstall.
3. Click the Remove button.
3. Select "Remove driver and driver package" and click OK.
Step 2: Download and install the Drivers from the link: Full Feature Software and Drivers

I still have the same problem per comments above. I tried your solution several times with negative results. The final result, each and every time, was the following message: "Unsuccessful Network Installation. The device was unable to be installed over the network. Please press the Retry or Cancel button below." Since it's my Gateway DX4380G Desktop System, Windows 10 Home, 3.60 GHZ AMD A6-5400K 64-Bit, 16 GB RAM, and 2 TB HDD, I decided to try and connect with a USB Printer Cable with the same negative result except it stated "...USB Cable Installation" in place of "...Network Installation." Finally, I tried your solution/directions on both my home and work laptobs (HP and Dell respectively) and the end results were Outstanding in minimum with no problems and/or issues whatsoever!?!? In addition, please note that my desktop has been connected (without issues) to this printer for a couple of years. The only changes to the system doing that time have been the normal mothly Windows Updates. No other hardware/software changes have been done for a couple of years? This issue just occurred doing the last week or so. Thanks and Have A Super, Safe Weekend Ahead.

Hello, I am having a similar issue with my HP laptop with Windows 10. I have installed/reinstalled the software for the HP officejet 3830 printer 2-3 times, but it still won't show up as an option for a default printer. Secondly, it won't connect over the wireless network. Thirdly, it won't scan. I am not very tech savvy and have used the HP doctor a few times with the same results. Any help would be greatly appreciated. Thanks!
