Operating System: Microsoft Windows 11

When my PC and Printer are connected to my WI-FI from my T-Mobile Gateway, The PC won't connect to the printer.  It shows up when I add the printer in PH Smart App, but when I click on it, pop up window says its off.

Printer is on with a solid blue Wi-Fi light.

Printer IP address is 192.168.12.184

PC IP address is 192.168.12.227
