I want to print 4x6 photo, but it appears the only way to change the paper size from lettter is via the 7740 front panel. Changing paper size from the print dialog does not work. Is this how it is supposed to work?

Yes,
You must change the paper size from the front panel first, else you will get a paper mismatch error.
Be aware that Photo Paper can only be loaded in Tray1, the bottom tray is intended for Plain Paper only.

The most reliable way to print is to set the paper size from the front panel of the printer as you have noted you have already done. But you must also select that print size either through the driver or the software printing options in the program you are printing from. When you select print from your program, it should open the printing window, select printer properties, click paper/quality and specifiy 4x6 prints. If the option for 4x6 does not show select custom and enter the 4x6 dimensions.
