How do I, or can I, connect an HP OfficeJet Pro 8139e printer to a Windows XP computer

You mentioned 8139 and 8149 but in any case it is easy to connect as it has USB, Ethernet as well as Wi-Fi😀

I assume you also want to print and scan.☹️

You will need a 3rd party application that sends the file to the printer.  For example using XP office or word perfect print to a file such as a PDF file.  The application will then send the PDF to the printer.  The 8139 is not a native PDF printer so the application needs to format the PDF to PCL/3 which is the language of the printer.

Same for scanning and you need a license as it is free for a week or two.

You could also run Window xp in a subsystem on your windows 11 pc and have XP save the files to a shared location. Then just print the pdf file as normal.
