I am a university student living in a dorm. The school wi-fi requires me to sign in on a pop-up screen in order to use the wi-fi. I want to connect my printer, which is a HP Envy 5660, however I don't see a way for me to actually go through the pop-up. As of right now, I don't have any cables for alternate connections. Is there any way to successfully connect or will I have to look at another solution?

Please ask your network at your University first, normally the won't allow you to connect printer. Technically you can't connect your printer to the uni network because there is NO SPACE on printer to sign it/
Even you can connect, my suggestion: do not do that, you open for many students to use your printer, it will be a costly business.
But your printer supports Direct connect printing. Please try the following setup

It is recommended not using public networks as others can access the printer. I assume the schools net is "secure?"
Wifi direct will not need a router, but apparently the computer works wirelessly with the printer. (I haven't used it.)
Here's a couple of links to help: How to use wifi direct (enter in address bar): [ a-123-hp.XXX/envy5660/ ] substitute com for XXX
Wireless printer setup https://support.hp.com/gb-en/document/c04326057
In benheim's link find a description of the wifi direct icon on the front display panel of the HP 5660: in the lower left, the second icon from the left accesses the wifi direct. You may find it is already active, mine is.
Good luck!
Here is another concept a travel router (supplied in another thread by Sabertooth04):

I notice in the link provided in benheim's post, that there is a FAQ link with more info. Maybe you already saw it.

Hello!
I've experienced similar problems,
I managed to [edit] report my issue, which, luckily, was resolved. Turned out, our school WiFi was known for malfunctioning. We've had the same router for years, and when too many devices connected, it would automatically disconnect some of other deviced which had lower priority of some sort. Basically, our WiFi was too weak to handle the printer.
The only solution was to connect it via USB.
