Operating System: Microsoft Windows 11

So, I know I screwed up but don't know how to fix it. I was having issues reconnecting the printer after switching internet providers and decided to delete the printer and start over. I removed the DO NOT DELETE file for the printer and tried to remove the other file showing the printer but was unable to remove it. So the HP Smart Print won't let me add the printer as it is showing as offline still and saying I need the DO NOT DELETE file. How do I get this back? It's not listed on my recycle bin.
