Deskjet Plus 4130 stand-alone driver

Afternoon
I'm looking for a stand-alone driver install for the Deskjet Plus 4130
The printer has come with instructions to download an app from the Microsoft Store which is blocked by Group Policy.
There is a "HP Easy Start Printer Setup Software" on the 4130 driver page but this requires a USB cable, which does not come with the printer.
The customer I'm trying to support is looking to install this printer over wifi.

Hi,
Thanks for using the HP Support Community.
We'll suggest that the printer wireless be reset to defaults before you install the software:

After that, can you download and install the FULL featured printer software (standalone software) from HP for your operating system:
(This supports Win 10 as well)
Follow the steps and use Auto Wireless connect (which does not need any USB cable)
This example actually shows the download of an offline copy of the software (with Win 7 OS) but installed on Win 10.

I downloaded the software you recommended. This software simply goes through registering the HP device and setting up the free ink trial before pointed to another download page which eventually just ends up back on the Microsoft Store.
Do you simply have a print driver .exe or .msi for this printer? something which doesn't try to register the printer or set up any other services. Just a driver that allows Wifi printing?
