When I print bank statements there are sections that are covered by black rectangles not on the on-screen display. The bank suggested reloading printer drives which I have done twice. The problem is still happening.

Bank statements typically download as PDF files (in my experience).
Windows
Reinstall / Update your PDF Reader (Adobe Reader DC /Optional Foxit Reader)
- HINT: Watch out for and UNCHECK unwanted extra software
- Adobe Reader DC software should be installed even if you do not open / view / print PDF files directly from the software.

PDF - Print as Image
If the file will not print due to unusual content (odd fonts, color schemes, tables, other oddities), print the file as an Image. Image printing does not require the printer software to translate file content.
- Open the offending document in Adobe Reader DC
- Click Print icon > Set other options on the menu > Click Advanced button
- Set the printer select the colors (Optional)
- Print the PDF file as an image

Similar idea - the reason the documents do not print is likely because the data is not translating to anything the printer can read. First try downloading the statement into your device and open it in a suitable application. Try printing from that application.
What else?
Depending on whether your mystery "other" OS and device are supported, use HP Smart for Mobile to print your file.
HP Smart for mobile can print PDF files - you might still have translation issues if the application cannot send the data to the printer in a format the printer understands.
Non-Printing content: This is not the "fault" of the printer as much as it is a simple consequence of a website presenting data in a particular manner, possibly unique or in some way exclusive.
Printing the data as an image:
No translation problems because the printer does not have to format the content as text.

That works if I have saved the statement to my PC. If I open my online banking site and view, then print from there, the problem still occurs. Pieces of the statement are covered by large black rectangles. They are PDF documents, but the File >Print>Advanced is not available So I have to save every statement on my PC first?

If you want to do so, try a different browser.
Maybe the direct translation by an alternate browser would be enough.

What?
Content is first determined by website providing that content and then translated to your screen by the browser you are using to visit and view the document / website.
Whether any of that translation can be fed directly to the printer is something determined by any pre-processing that is (possibly) done by the browser - the rest is handed over to the printer and the printer does what it can.

Solution
Yes, the solution is to provide the printer the means to translate the data.
It doesn't matter where the translation is done, but the printer has to receive data it can translate into something it can put on paper.
Your printer cannot apparently translate the bank statement content on its own.
Image printing is done differently - no "text" translating means a simpler (at least "different") process is used to output the content to paper.
Yes, some printers are likely better at translating than others.
This might be a case where the more money you throw at the problem,
the less likely you will see the issue in the first place.
What about the bank?
Banks might be a bit uncaring about content in this regard.
Banks use and do what they like and the rest of us deal with it.
