Just recently, I am getting a "Driver is unavailable" error with my Envy 5530 printer used with a Dell 5420 laptop running Windows 10. I have tried uninstalling the driver. I keep getting the error message "Call to DriverPackageUninstall returned error 5 for package C:\WINDOWS\System32\DriverStore\FileRepository\hpwia_en5530inf_amd64_233f9de0a9a1deb2\hpwia_en5530inf: A caller of DriverPackageInstall must be a member of the Administrators group to install a driver package".
I have tried the uninstall as an administrator with no better results. I have attempted to download the Envy 5530 driver package from the HP website. When it gets to the point of installing the printer (wirelessly), it fails.
I can access the printer scanner with the HP Scan and Capture app with no problem.
Does anyone have any ideas?

Install all the available Windows updates
If it is been a while since you updated your Windows, that is the main reason why Windows says your HP printer driver is unavailable. Here are the steps how to do a Windows Update to install all accessible operating system update.
If you are accessing Windows 10, then these steps are for you.
- Hit the Start menu and write an update. After that, click on the “Check for updates” option.
- Tap on the “Check for updates” option.
- After clicking on that option, Windows will install the updates automatically.
- When Windows completes all its updates, start your computer again and attempt to print a file to check if your printer works.

Try and install the HP Smart App and then try and print-
Try installing the basic drivers from the website and see that helps

I'd like to help!
Let's try and uninstall the printer software from the root level on your PC and install the full feature printer software.
First, unplug the USB cable from the printer if present.
- Go to Control panel – Programs and feature – Select all the HP printer entries and uninstall them.
- Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
- Restart your computer.
- Click the bottom-left Start button on desktop, type device manager in the search box and tap Device Manager on the menu.
- Once in device manager, click on the view tab in the top & choose “Show hidden devices”.
- Then from the device manager list, check the entries under “Printer” – If there are any entries, please right click and choose “uninstall” – In the confirm device un-install pop-up, make sure you select the box which says “Delete the driver software for this device".
- Also, check the entries under "printer queue" and "imaging devices" and repeat the same exercise. Delete any printer entry or any entry which says “Unknown device”.
- Once done, close device-manger. Then press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" and press enter.
- Under print server properties, go to drivers - remove any entry there as well.
- Again, go running window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
- Once done you can try cleaning out your temporary files and cached files. You can try using automated applications like some cleaner software's that you can download from the internet.
- Now restart your computer again.
- Open the Run window again, type “services.msc” and press ok to get services window.
- Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties. Make sure the service is started and startup type is “Automatic”.
- Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
- Repeat the same exercise on “Function Discovery Resource Publication” as well
- Windows image acquisition stop and restart the service
Reinstall the drivers from Software and drivers page

When I tried to uninstall the HP Envy Series Basic Device Software, I got the following error message:
If I respond with "OK", the process terminates and the driver software remains. When I did this, I was signed onto the machine with an administrator account.

Download Fix problems that block programs from being installed or removed (in English) from the Microsoft website, and then try uninstalling again.

Hello,
I downloaded the program from the Microsoft website. It was able to uninstall the HP printer driver. I then went to the HP website and downloaded the EN5530 driver package. It appeared to load properly, but the driver did not show up in the "Programs and Features" in Control Panel. A shortcut entitled "HP Installation Failure-unknown device.hta" showed up on my desktop. I opened the program entitled "Troubleshooting HP Printer Software Installation" and followed the steps for wireless troubleshooting. After following all the (rather involved) steps, I still get the "Driver is unavailable" error message.

Add a printer using windows built-in driver-
Set Windows Update to automatically download driver software
Confirm that your computer is set to automatically download driver software.

In Windows, search for and open Change device installation settings.

In the Device Installation Settings window, select the Yes option, and then click Save Changes.
Install the built-in print driver over a network connection with Windows 10 or Windows 8.

In Windows, search for and open Control Panel.

Click Devices and Printers, and then click Add a printer.

On the Choose a device or printer to add to this PC window, select your printer, click Next, and then follow the on-screen instructions to install the driver. If your printer is not in the list, continue with these steps.

Click The printer I want isn't listed, and then select Add a local printer or network printer with manual settings.

Click Next.

Select the port to be used by your printer, such as USB001 for a USB connected printer, and then click Next.

Click Windows Update, and then wait for the print drivers to update.

Click HP, Hewlett-Packard, or Hewlett Packard in the Manufacturer pane, and then click the name of your printer in the Printers pane.

If your printer is in the list, select it, click Next, and then follow the on-screen instructions to install the driver.

If your printer is not in the list, click the back arrow in the upper left corner of the window two times to return to the Find a printer by other options step, and then continue with these steps.

Select Add a printer using TCP/IP address or hostname, and then click Next.

Select Autodetect from the Device type drop-down list.

Type your printer IP address into the text box, and then click Next.
To find the printer IP address, print a Wireless Network Test report or a Network Configuration page.

Wait for the computer to connect to the printer, and then click Next to install the print driver.

When I try to add the Envy 5530 printer in the manner suggested, it appears to load the driver. If you look at "Printers" in "Devices and Printers" in Control Panel, the HP Envy is listed as "HP6D4DAB (HP Envy 5530 series". If you hover over the icon, it says "Status: Driver is unavailable". If you try to print a document from a program, the Envy 5530 does not show up in the printers list.
In other words, it appears that Windows is loading the driver, but once this is completed, the status in Control Panel still shows that the driver is unavailable.

Create a new user account and then try and install the printer -
1. Tap the Windows icon.
2. Select Settings.
3. Tap Accounts.
4. Select Family & other users.
5. Tap "Add someone else to this PC."
6. Select "I don't have this person's sign-in information."
7. Select "Add a user without a Microsoft account."
8. Enter a username, type the account's password twice, enter a clue and select Next.
9. Tap the Windows icon.
10. Select the User icon at the upper left corner of the Start menu.
11. Select the new user. You'll then sign into your account with your password from step 8.
Install the printer drivers and then try printing

I tried the steps outlined in the response above. Unfortunately, the printer still shows "Driver is Unavailable". Just for the heck of it, I decided to try to load a driver for a different printer to see if that would make a difference. I selected the Envy 4520. The driver downloaded and loaded successfully. The "HP Envy 4520 basic device software" showed up in the "Programs and Features" in Control Panel. I subsequently uninstalled the driver because it is not the one for my printer. The key thing is, however, that the driver installed properly. It almost seems that there is an incompatibility between the Envy 5530 driver and the current version of Windows 10 that I am running (Windows 10 Home V1909). I have to emphasize that the printer had worked fine for a few years; then all of a sudden, I got the "driver is unavailable" error message. I assume it has something to do with a recent Windows update. Is there another printer driver that would work with the Envy 5530? Again, it appears to be a problem with this version of Windows 10 and the Envy 5530 driver.
