I went through all the steps recommended-turned off the printer, turned off the router, followed all steps and restarted both ,
removed the printer (HP 250 mobile printer) and added it back. Still have the error message and can't print from my macair.
I could print from my phone.

Thank you for providing the printer information as HP 250 mobile printer. This will help us troubleshoot the issue.
The printer knowledge base had two suggestions to resolve the expired certificate issue.
You can either reset the certificate (recommended because it only has to be done once)

OR delete and re-add the printer (done for every Mac to print or scan to printer)

I did almost everything in the list of directions and my MAcBook Air still has the same message: encryption credentials have been expired. I’m at a loss for printing from it. I can print from my phone ...doesn’t make sense...they are all on the same WiFi?

Hello
This "Encryption Credentials Have Expired" has been a nuisance for some time now. In my case - I am using an HP Envy 4250 printer, with an iMac running macOS Catalina version 10.15.2, all working with a BT Smart Hub (broadband router with Wifi).
When I want to print (or scan) I may get a report saying Encryption Credentials Have Expired.
The fix for me is as follows:-
Unplug the power from the router: Leave the power off:
Restart the Printer from the printer's control panel:
You may also need to re-enter the wifi password etc from the printer panel.
Reconnect the router, and wait for it to re-establish the connection with the Internet.
Then click Print on the iMac.
On the iMac - check if your printer is listed. Click the printer name, and then try to print.
If the printer doesn't print, see if you have the report "Encryption Credentials have Expired".
If so, delete the printer (with the minus sign) and then reinstall (with the plus sign).
Try and print again.
If this still fails, get in touch with HP support direct.
This is likely a known problem with HP printers & Macs running Catalina (although it was previously a problem with Mojave).
