Welcome to the HP Community --
Printers that lack a full service touchscreen printer control panel generally do not support Copy Resize at the printer.
The printer can Copy or Scan but cannot adjust the output size using the printer hardware.

Instead,
- Scan the content
- Save scanned content as an appropriate file type (document / PDF or image / Photo)
Next
- Open the saved file in an application or software that understands the concept of "Scale", that is, some percentage of 100% (higher or lower).
- Print the file in any size supported by both the app / software and your paper.
