Operating System: macOS 12.0 Monterey

My HP Envy 4500 printer works fine on WiFi, but not at  all through its USB cable only.

 

I've powered everything down, disconnected and reconnected the cables, and installed the latest software from HP Smart. I've tested the USB port with another device, and I've restored factory defaults.  What else an I do?

 

I've seen advice to do a fresh start without the USB cable and wait for it to ask for that, but how do I do a fresh start?   I don't have the original installation CD.
