I normally keep my HP Officejet 200 Mobile Printer off, unless I need to print anything. I recently bought it back in January. It first gave me the error code 0XB83941FC, but after trying to turn it off and back on, it is now just giving me an error code 0X007C9C98 HWLWATCHDOG C. I am unsure of what to do. I tried going to the 'Problem with Printhead' page to resolve the issue, but my ink cartridges are all the way to the left, and I cannot get them to move.

Welcome to HP Support Forums. 🙂 I came across your post and would like to help.
I understand that you have an HP OfficeJet 200 Mobile Printer. I read that there is an alphanumeric error code on the printer screen. Initially, there was an error code 0XB83941FC and after restarting the printer, it shows "error code 0X007C9C98 HWLWATCHDOG C". I read that the print cartridges are stuck towards the left corner and cannot be moved. You've done a remarkable job performing the steps.
To provide an accurate resolution, I need a few more details:
- This error appeared all by itself or did any other hardware changes take place on the printer (like a paper jam, cartridge replacement, etc.)?
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector. Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
If the error continues to appear then perform a printer firmware via this link.
If the print carriage does not move even when you try to move with your hand, then the following steps from the HP document should help:
- Step 1: Turn the printer off and on
- Step 2: Clear any jammed paper from the output slot
- Step 3: Clear any jammed paper from the ink cartridge access area
- Step 4: Remove and reinstall the ink cartridges
