Hello,
Do you receive this error code when you log into the HP Smart application or when you install the printer with the full version of the software and driver?
In the first instance, I recommend that you install the full version of your printer software and driver available from the HP link below.
Don't hesitate to contact us in case of need.

I tried the software in the link https://ftp.hp.com/pub/softlib/software13/printers/EN6400/Full_Webpack-51.3.4843-ENP6400_Full_Webpac... but nothing changed and the program for scan doesnt find the scanner and I cant scan because I need to log in my account first before scan, is that right?

Thanks for your return,
Try the following command:
- powershell get-appxpackage -allusers *HPPrinterControl* | remove-appxpackage.
Try scan with the HP Scan application on the Windows desktop. Double click on the HP Scan shortcut ().
With the HP Scan application you don't have to be logged in to your HP Smart account so you can scan.
Only the HP Smart application requires you to log in to your HP account.
Don't hesitate to contact us in case of need.
Best regards,
