I just purchased HP Officejet 9125e. In trying to set it up, I get the error code UU_400_EB000A9900 on my computer. I initially tried setting it up on my Android through the app but kept getting error messages there too ("We're sorry, something went wrong.") Although the test page printed, it won't complete the setup and tells me in the app "Some features unavailable." I don't know how to proceed from here to finish setup.

This is an e-series printer and you must use HP Smart to configure it.
You must have an HP Smart account (use same credential as HP account)
Get HP Smart from the microsoft store if needed or if you want the newest version. You will have to sign into HP Smart using your HP account. The latest version as of Jun, 2024 is 154.2.1072.0 (USA English). If you do not have this version then go to the Microsoft store, find HP Smart, and click "update". If the button "update" is missing then you need to run "wsreset" from the Windows search bar.

Let me know if you have a flex system (WiFi boosters or repeaters) as the setup is much more complicated.
