This changing ink thing is out of control. I 2 ink cartridges that were refilled, no damage on the bottom both perfect. Tried to put both in and NOW I get Cartridge Problem - Remove and Reinstall the indicated cartridge.
- Unplugged and plugged back cord in
- Also reset to factory settings then put the new ones in still nothing
- Also disabled the reading cartridges under tools
- Did the diagnose and fix
I see the color one is fine but the black is not registering according to HP Tools. Can I just print with color?

Going through your post I see that the printer does not recognize the black ink cartridge and I appreciate your efforts in trying to resolve the issue.
Let us try to update the printer firmware-
Download available firmware updates from the HP website
With the printer on and connected to the computer, go to HP Customer Support - Software and Driver Downloads, and then identify your printer. Look for and install any available firmware updates. Refer to the document HP Printers - Updating or Upgrading Printer Firmware
Also, try the steps from the document HP Printer Does not Print and Error Indicates Faulty Ink Cartridge to isolate and resolve the issue.
And yes, the printer can work in single-cartridge mode. You can remove the black ink and just print with color ink.

I'm sorry I forgot to mention that I actually updated the firmware first. I ended up ordering another cartridge and returning the other one so we will see what happens. Will report back if that one works. HP REALLY REALLY needs to make it easier to replace cartridges with refilled ink ESPECIALLY given these times. No one has the extra money for these outrageous prices for ink.

I found out that the problem is the April 2019 firmware update by HP blocking you from using non-HP cartridges. Looks like their lawyers think that they can win the upcoming court case this time !! (unlike 2016-17 case !)
The solution is downgrading your firmware to before April 2019, and disabling the automatic updates as per below. I did this and it worked on my Officejet 8740. This message will likely be deleted by HP & associates !!
