Hi @Bethbowlin93

Welcome to the HP Support Community! We're here to help you get back up and running.

I understand you're unable to complete the printer setup because of error UA_400_EB000U0410, and the previous owner is not responding.

This error indicates that the printer is still registered to another HP account, which prevents it from being added to a new account.

Since you cannot obtain assistance from the previous owner, please try the following:

  1. Restore the printer to its factory defaults from the printer control panel.
  2. Ensure the printer is connected to the internet.
  3. Remove the printer from the HP App on all devices you currently use.
  4. Re-add the printer through the HP App and sign in with your HP account.

If the error remains after a factory reset and re-registration attempt, the printer ownership link is still stored on HP's cloud services and cannot be cleared directly from the printer.

I'm sending you a private message to guide you on the next steps.

Take care and have a great day!

Regards,
