I am having the same issue:
We recently changed our router and so I need to change the Wireless settings on my OfficeJet Pro 9015. But most of the options are greyed out and I get a message that says "This feature has been locked by the person who set up the printer." I didn't intentionally lock anything out, so is there a way to manually reset the printer? The Reset Network Settings option is unavailable as well.

Hi @applesaucemcgee,
I'd like to help!
We can perform a factory defaults on the printer to resolve the issue
- The reset instructions are specific for your printer and performing those steps on a different printer may corrupt the device.
- I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset, and re-initialized the printer.
- In order to access your private messages, click the private message icon on the upper right corner of your HP Forums profile, next to your profile Name or simply click on this link: https://h30434.www3.hp.com/t5/notes/privatenotespag
Hope this helps! Keep me posted.

I have not changed anything on my printer, HP 6958 All in one. My iPad now can’t find the printer. The message I get is this feature is locked by the person who set up the printer. I can’t use any options. They are all locked

I have a HP OfficeJet Pro 6978 printer. I have connected a new router and need to set my printer back online. However, it shows in wireless settings, " This feature has been locked by the person who set up the printer." Is there a way to gain access to this feature?

Hello Jay - I'm thankful you were able to figure out a solution to this problem!
I own an HP OfficeJet Pro 9015, and I now have the same dilemma as some of these other fine people.
The problem - the features are grayed out with an error message stating the person that setup the printer is the only authorized person to fix.
Would you please send me the instructions on how to correct this issue. It appears a factory reset is involved. I don't mind - just want to do it right the first time.
Thanks so much for your help!
Kenneth
