The flatbed scanner cuts off the top and edge of documents and photos. This does not happen with the copy function or the document feeder. I've updated the driver to the most current I can find and I've uninstalled and reinstalled the printer. Is this more likely hardware related than software or drivers?

Welcome to the HP Community Forum.
Could be hardware, though it is more likely the way the scan boundaries are set.
If the printer software is installed -- the source of the problem might be corrupted software (that needs to be uninstalled and reloaded). Basic help to reload the printer software is included later in this message in section References / Resources.
The software / application you are using to configure the scan impacts the results.
What to do?
Ideas...
Check to make sure the software / application is set up correctly.
One way to test what is happening, is to set the scan size to "Entire Scan Area"
After the content is scanned, check ( don't just trust the "detect edges" setting if you are using it )

If the printer software is already installed
(then)
Uninstall all the printer software in Control Panel > icon view > Programs and Features
Check / Remove any printer in Control Panel > icon view > Devices and Printers
Restart the computer and log in
Next,
Install a fresh copy of the Full Printer Software
Restart the computer and log in

Thanks for the info. I'd already uninstalled the printer a while back, but did it again anyway. Results are a bit better, especially along the edge, but the top is still being slightly cut off. Given that I have a very basic HP Scan app, I have zero adustment as far as edges. Since the edge is better, I'll just use it as a straight edge and pull the pic / doc down a bit and use the Scan Entire Area setting. Just means a bit of time wasted to crop pics.

If you are using (or can use) HP Smart, you can select to Scan the content, check the edges, and then Edit the scanned content.
Not sure where this scan is running afoul of the expected output - seems odd.
Perhaps forcing the scan into the size and shape of the paper might work.
Open HP Smart
Select Scan > Preset = Photo
Set other options
Scan
Adjust / Correct the edges
Select to Edit the scanned content
Select Crop
Adjust to Custom OR select one of the crop sizes
Click Done and continue with next option (Print, Save, Share, apply Shortcut, Mobile Fax)

- Disconnect from Virtual Private Network (VPN) connection before downloading.
- Turn on Wi-Fi on your computer or mobile device and connect to your network. If the computer is connected to the network with an Ethernet cable, temporarily disconnect the cable and use the Wi-Fi connection during the setup.

- HP Smart requires that you sign into the application using your HP Account credentials.
- When working through a browser to access HP Smart, be sure you have Cookies enabled. If cookies are enabled and you are having trouble, clear Cache and Cookies. And / Or … Try a different browser – assign that browser as the Default. (Note: Chrome not working? Use / Assign a different default browser.)
- Where possible, HP Smart benefits (likes) having the Full Feature Software / full driver printer software installed. For example, full driver provides access to Shortcuts and Printing Preferences.
- “Share” to email – Before using Share, add your sender email address to the Windows Mail application
- Document includes the HP Smart application download links for Windows and Mobile devices, plus an FAQ section to assist with questions / issues.
