OS is windows 11 and connection is wifi. 
I believe this happened after power loss and generator running. 
Diagnostics showed printer off line. Unplugged printer and router, turned off laptop. Plugged in router and established wifi. Plugged in printer and made sure in wireless mode.  Turned on laptop and still does not detect. Used HPsmart app to hide printer but when tried to add printer back it does not detect. Did the same in windows - systems, apps, and removed Ho software. Windows key+R to remove but was already gone. Any ideas?

I hear that you already restarted the router, printer, and laptop. The next HP-recommended steps for a Wi‑Fi printer that is not detected are:
 

Restore Wi‑Fi setup mode on the printer:
 

  • If your printer has a touchscreen, open Wireless or Setup > Network Setup/Settings > Restore Network Settings.
     
  • If it does not have a touchscreen, use the printer button method for restoring Wi‑Fi setup mode.

Make sure your PC is on your normal Wi‑Fi network:
 

  • Do not connect to DIRECT-xx-HP.
     
  • HP notes that the printer and computer must be on the same regular network.

Turn on Wi‑Fi and Bluetooth on the Windows 11 laptop:
 

  • The HP app uses Bluetooth to detect the printer during setup.
     
  • If the PC is also using Ethernet, keep Wi‑Fi enabled anyway.

Move the printer and laptop closer to the router:
 

  • HP recommends within about 8 meters / 26 feet.
     
  • The printer's wireless light should be solid blue. If flashing or off, it is not connected.

Reinstall the HP app and add the printer again:
 

  • Download from 123.hp.com and try setting up again.

If Windows still cannot find it:
 

  • In Windows, use Add a printer or scanner > The printer that I want isn’t listed.
     
  • Then check for Windows Update and install printer-related updates.
     
  • HP also recommends updating the printer firmware. Update the firmware on an HP printer | HP® Support.

Thanks but I had tried all of that. Then it suddenly hit me. I activated the wireless button on the printer and then pressed the WPS button on my router. Immediately fixed the issue. 
it sure would be nice if HP would make that tip more knowledgeable. I wasted two weeks of random troubleshooting and had a new printer in my cart when “reset WPS” popped onto my head.
