Windows 2000 is a 32 bit operating system. There is Windows 2000 server that was 64 bit. Possibly the server can run the universal printer drivers since there are no 32 bit 2800e drivers.

Try the following if you do not have the server version.
Download the 32 bit version of HP Smart
I assume there is one, but Google's AI may have guessed badly.
In your windows 2000 system, open a document to print and select the option to print to a PDF file.
Have HP Smart browse to the PDF file and send it to the printer.
