My HP Envy 4501 was somehow uninstalled from my computer. I reinstalled from the install disk but I do not have the scanner dashboard. I then deleted all software, drivers, related to the printer and reinstalled from the HP website but get the same results. I can only scan when standing at the printer using the printer menu and then CANNOT scan to pdf which is the majority of my scanning. When I try the HP scan and print doctor it says - the HP imaging device was not found. The dashboard allowed me to scan from a location other than at the printer plus do pdf.

Are you able to print from the computer?
Update the printer firmware
Download available firmware updates from the HP website
With the printer on and connected to the computer, go to HP Customer Support - Software and Driver Downloads, and then identify your printer. Look for and install any available firmware updates.
For more information, go to Updating or Upgrading Printer Firmware.
I recommend you delete the driver and root level and retry, follow the steps below:
1) In Windows, search for and open Programs and features
2) Select your HP Printer
3) Select Uninstall
4) In Windows, search for and open Devices and printers
5) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose ‘Delete’ or ‘Remove Device’
6) Open up the run command with the “Windows key + R” key combo.
7) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe”
😎 Click on the “Drivers” tab
9) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10) Select Ok
11) Select Apply and Ok on the Print Server Properties windows
12) Close Devices and Printers.
Now, download and install the full-featured software from here.
Once the set up is complete try scanning.

I had done the instructions you gave twice before with no success and tried again with again no success. I have the printer and can print to it but no scan dashboard and no ability to scan to pdf. I notice that this software talks about compatibility with Windows 7 and Windows 8 but nothing about Windows 10 which is what I am running. Everything was working until somehow the printer was deleted during a Windows update.
Sorry for not responding sooner - was in hospital for knee replacement and just got back on computer.

To isolate the issue further, try other methods to scan-

HP Smart app (Windows 10): Search the Microsoft Store for HP Smart to find and install this app. For more information, go to Using the HP Smart App (Windows 10).

HP Scan and Capture app (Windows 10, 😎: Scan documents or photos from the printer or webcam. A full feature print driver must be installed on the computer. For more information, go to Using the HP Scan and Capture App (Windows 8 and 10).

Windows Scan app (Windows 10, 😎: Search the Microsoft Store for windows scan to find and install this app.Webscan utility (network printers): Obtain the printer IP address and use it to open the printer's Embedded Web Server (EWS) in a web browser. On your printer's website, click Webscan on the Scan tab.
