I am writing to report a severe, ongoing accessibility defect in the modern HP App interface layout on Windows 11.
 
Because I use a 4K monitor, I am required to set my Windows Display Scaling to 175% to keep desktop applications legible. To make the native Windows File Explorer readable, I also utilize the Windows Accessibility "Text Size" feature, set to 120%.
When these two native system settings are combined, the HP App UI completely self-destructs:
  1. Container Ballooning: The text blocks expand massively (by what looks like 300%), pushing critical interface tiles off the bottom of the window view.
  2. Missing Navigation / No Scrollbar: The app completely removes or fails to render a vertical scrollbar. Because the app has no scroll mechanics, administrative tools like "Printer Settings," "Help & Support," and "Advanced Settings" are physically trapped off-screen and entirely inaccessible.
  3. Modal Dialog Clipping: Pop-up interfaces (like the Save dialog during a scan) extend completely out of the app window's physical bounds, cutting off buttons and rendering the scanning workflow useless.
Forcing users with visual or accessibility needs to dismantle their entire system-wide Windows text setup just to navigate an unscrollable third-party app framework is completely unacceptable. The app layout must be updated to support fluid text-reflow and force a mandatory vertical scrollbar when system text sizes are adjusted.
