Product: HP Color LaserJet Pro MFP M479fdw

I just bought a new printer for the office, HP Color LaserJet Pro MFP M479fdw. I went to setup the printer and noticed that the preinstalled toner cartridges were missing. I took it back to the store and asked for an exchange because I thought I was sold a used product. When I got back to the office, I noticed the same issue on the new printer. Am I missing something? The box clearly states that there are 4 pre-installed toner cartridges.

The 4 cartridges must be installed with the new printer. Any chance they are selling refurbished printers that don't have toners installed?

The box was new, sealed not opened?
