Thanks for stopping by the HP Support Forums. After reading your post I see that you need assistance regarding assistance with driver compatibility for your printer installation on Windows 10. It will be a delight to assist you here.
Superb analysis and brilliant diagnosis of the issue before posting. Kudos to you on that score. 🙂
For better clarity and to assist you correctly I would require more information regarding this:
- Did you try to install the HP Deskjet 990c printer drivers from devices and printers in control panel?
For now, try these steps:
- Please perform a hard reset on the printer from this link: https://hp.care/2K6GhtS by following instructions from the section “Step 1: Reset the printer”
- Follow instructions from this link. Although the instructions are for a different printer model the hard reset procedure is the same for your model also.
This document https://hp.care/2rAWW1T is clear to gather that your printer is not compatible or supported by Windows 10.
So we need to try other methods here.
Please uninstall the printer drivers and reinstall them at the root level by following these instructions:
- Uninstall the printer from "programs and features" which can be accessed by doing a right-click on the Windows button (Please have the printer Off and disconnected during uninstallation.)
- Check in device manager, if the printer is listed there, please delete it. (Right click on the Windows button to access device manager)
- Go to devices and printers, in control panel and select any printer listed there and you will get some options on the top.
- Click on print server properties.
- You will get a popup, click on the drivers tab and delete all the HP printer drivers listed there if any.
- Delete all the instances of your printer listed in devices and printers.
- Restart the PC.
- Once the PC is on the desktop, press Win + R, it would bring a Run dialog box,
- Type %temp% in the run box and click Ok or hit the Enter button.
- It would bring up the temporary files folder. Delete the files in the folder (You might not be able to delete all the files).
- If possible, delete the printer from the registries using Regedit or using any other 3rd party application.
- Ignore the Regedit option if it cannot be done.
- Restart the PC again.
Then follow these steps to install the HP Deskjet 990c driver:
Go into Control Panel and select Devices and Printers
Right click the icon for your 6122 and click the remove
choice. If it is not listed don't bother continue with the remaining steps:
Once it is removed, or if it is not there, select "add a printer"
then click the blue text that says "my printer isn't shown".
There will be several choices - click the bottom circle
then choose the USB001port from the list of ports. look for the highest USB00n numbered port and select that.
(2nd from bottom?)
look for the highest USB00n numbered port and select that.
Under brand - Choose HP and then from the right column
select the Deskjet 990C driver.
Click the "replace the existing driver" if the choice is offered
It will let you name the printer so you can change it so it
doesn't appear on yout printer list as a Deskjet 990C.
Print the test page.
Note: the USB port of Win 10 computer must be 2.0 instead of 3.0.
This should fix the issue.
Perform all these steps patiently as it is critical to resolving the issue. Good luck to you. I will keep a watch for your response.
Let me know how it goes and you have a great day!
To simply say thanks, please click the "Thumbs Up" button to give me a Kudos to appreciate my efforts to help. If this helps, please mark this as “Accepted Solution” as it will help several others with the same issue to get it resolved without hassles.
Take care and have a blessed week ahead. 🙂

I have read many sites on this problem ... and they all say select HP Deskjet 990C driver from Windows Update list ... but it ISN'T ON THE LIST. It used to be ... I have got this same printer working on another Win 10 PC, but when trying to do it on my newest PC, I find the driver is no longer listed.
