Sometimes it prints normally. Most times it prints one line about every 15 seconds. It can take ten minutes to print one page but seconds to print a page another time. This happens printing from the PC or making a copy, either one.
While it is printing slow, the power button flashes constantly.
The PC is a HP TouchSmart All-in-One 9300 with Windows 8.1 Pro 64-bit.
Any help greatly appreciated...

I think I got it fixed.
I went to Devices and printer and right clicked the F2210 printer.
I clicked "Printer Properties".
Then clicked "Advanced"
Then I clicked 'New Driver"
I had to click the "Windows Update" to get the DeskJet F2200 Series to show up.
I clicked the Deshjet F2200 Series and clicked "Next"
It said I has successfully completed the Driver Update Wizzard.
I then clicked "Finish".
So far it has printed six pages in a row at normal speed.

I understand that you are facing an issue with your printer where the printer is a long time to print a document.
Don't worry, I will be glad to help.
Have you tried any troubleshooting steps on your own?
Please do a hard reset on the printer.
-
Turn the printer on, if it is not already on.
-
Wait until the printer is idle and silent before you continue.
-
With the printer turned on, disconnect the power cord from the rear of the printer.
-
Unplug the power cord from the wall outlet.
-
Wait at least 60 seconds.
-
Plug the power cord back into the wall outlet.
NOTE: HP recommends connecting the printer power cord directly to the wall outlet.

Reconnect the power cord to the rear of the printer.
-
Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
-
Wait until the warm-up period finishes and your printer is idle and silent before you proceed.
Once you have reset the printer, please check the print driver settings.
If the issue persists, please uninstall the printer software and install it back by downloading the latest full feature software from www.hp.com/drivers or click here to download the full feature software.

I tried unplugging and letting set for five minutes and hooked back up. First sheet ptinted normally. Second sheet made it about half way at normal speed then slowed to one line about every 15 seconds again.

Did you reinstall the printer software?
Did you update the firmware on the printer?

I unplugged it for five minutes.
I uninstalled the printer software during that time and downloaded it again.
After I plugged it back in, I installed the new downloaded software package. After I did all this is when it worked correctly for 1 1/2 pages before it sloweed down again.
I did not see any firmware to download for it when I downloaded the software package.

Thanks for the reply and glad that the issue is resolved by installing the printer driver using Windows update. Click here.
Windows update would not include printer assistant which would help you to scan documents from the printer or monitor ink levels or manage your printer.
In the absence of full feature software for your printer, if you would like to scan documents or photos, you can download and install the HP scan and capture app from the Windows store. Click here to know more.

Either you are confused or you confused me with your reply.
It was not Windows Update that you access from the Control Panel. It was in the Printer Properties under Advanced, New
Driver where I had to click that because the Deskjet F2200 Series was not listed as a choice I could pick. When the list updated, the F2200 Series was listed.

Thanks for the reply, using device manager to update the driver for devices is similar to installing printer driver using Windows built-in drivers.
Please do check if you are able to scan from your printer.
