This issue remains. The HP Tech at the time suggested an uninstall of all HP Software and to add the printer back using AirPrint. This means that users cannot connect HP Multi-Function Printer via USB or use the HP Software (Scanner and Utility). This cannot be the recommended solution to this problem (i.e., don't use the HP Software).
Is there an update to this problem / fix by HP?

To provide you with an accurate solution, I'd like to know the following-
- May I have the exact model name of the product? Refer to this document for steps to find the product details. Do not share any of your personal information such as serial, phone number, email ID, etc.
- Before Mac OS X Catalina update, was the CPU Usage lower than the current usage?
Meanwhile, Update the printer firmware
Download available firmware updates from the HP website
With the printer on and connected to the computer, go to HP Customer Support - Software and Driver Downloads, and then identify your printer. Look for and install any available firmware updates. Refer to the document HP Printers - Updating or Upgrading Printer Firmware.

I have an HP 6700 ***) and the HP Device Manager consumes massive amounts of my iMac CPU that I have to uninstall it. I uninstalled and reinstalled all HP software twice, and it still occurs. My mouse tracks odd because of it and its so frustrating. Wasted hours on this so far. What can I do?

Looks like you reinstalled the old software that includes HP Device Monitor. I'd suggest you uninstall the complete package from the computer and reinstall the latest software from the HP website that has HP Utility included in the package.
Refer to the document HP Printers - Uninstalling HP Printer Software (Mac) for help with uninstalling the HP Software.
Use this link to download and install the new driver. Configure the printer and try printing.

I did exactly what you noted, uninstalling through this process, and once again it installs an HP Device Manager which uses most of my CPU and slows my machine. This is the third time I did this with the same result. Hours I have wasted on this HP software.
