As a rule devices in my house use no power when they are not in use by the simple expedient of turning them off at the wall. I turn things on during the day when the solar panels are working.  It is suggested that the HP envy 6032e, with HP+ and 'instant ink', must be connected to the internet at all times.  If I turn it on once a day will that suffice.  I see that the specifications say that it uses just 0.15watts when 'Off' or 'Auto-Off' which would be acceptable if I can do that.  To put this into context I probably print or scan something maybe once a week.
