I found that I could use apple system settings for printer  to install the printer then, after doing that, I could use HP Smart from the App Store to "finish" the installation.

I normally Google "download macOS" - top hit is normally the Apple help page.

I gave up on waiting for HP to solve this. I installed a product called VueScan and now scanning works fine.

Me too, it works pretty good.  Just don't have the scan to computer functionality on the printer any more.
