Debian 12 (bookworm) Release 12 verso pages always printed upside down (flipped) no matter whether sides option is: sides=two-sided-long-edge or sides=two-sided-short-edge.
Works properly on Windows 11.

I was printing directly to port 631 on the printer, which is the way I've always configured ipp capable printers in the past, and the two-sided-long-edge option was ignored. When I got ipp anywhere running correctly (firewall appeared to need ports opened for ipp-client and mdns), then a queue was automatically created that was pointed to localhost:631 and everything works. I'm guessing that cups on the local host is rotating the verso pages and the printer itself isn't capable of this?

It seems that the two-sided printer works fine on the Windows platform, so the issue likely lies in the communication between the printer and Linux.
Check Printer Settings in CUPS
Open your browser and go to http://localhost:631/.
Click Administration > Manage Printers.
Select your HP printer and check duplex options (make sure it's set to Long Edge or Short Edge).
Install or Update HP Drivers
Install or update the HP drivers for Linux:
Test with a Different Application
Try printing from a different app to see if the issue is app-specific.
