Where can I find a driver for HP LaserJet Pro MFP M28-M31 for Windows 2019?
I downloaded a driver for Windows 2016 and I tried to install it using the following command:
C:\Windows\SysWOW64\msiexec.exe /i LJM28x64.msi
However, I still get the error message:
The operating system of this computer is not supported
In addition, this printer doesn't have HP universal driver version.

Hi,
You would need to install the printer using an MSIEXEC command as instructed within the 'Customize the installation' section below:

You would need to extract the drivers into a sub-folder first and use the correct command line as expected, including the full path to the extracted files and an ENTERPRISE=YES argument as listed below for a successful installation of your printer on a server.
Indeed, HP Universal Printing Driver supports HP printers using the HP PCL 6 / 5 / Postscript print languages, not lower-end printers as your printer which uses the PCLmS printing language, it does not support your printer in any way but limited to below printer models:

I could install driver on Windows Server 2019. However, when I connect from my laptop (Windows 7 x64) to server (Windows Server 2019) via RDP I can not print documents. The printer is available via RDP but it prints nothing and doesn't show any mistakes. How can I fix it?
The following versions of drivers are installed:
laptop: 46.0.4643.1
server: 46.2.2637

Hi,
You may print from a server to the printer, printing via RDP is a completely different story and such is not supported for your printer model.
higher end PCL XL printers will allow any such, not a lower-end PCLmS or Host-Based printer, these are more limited and the local driver is used to process a print job and not the printer interface itself, so your printer is not supported for a such:
