I have two laptops one on Windows 11 and the other on Windows 10.
Every time both are switched on (and the printer is already on) the printer says OFFLINE.
I use HP Smart to fix it on the Windows 10 which works 90% of the time.
On the Windows 11 I can't seem to add it to HP Smart, though Windows can see it and print to it.
I have spent hours uninstalling and re-installing and then I think it worked but the next time it is switched on they both seem to go off line.
I have tried the HP Smart and HP Print and Scan Doctor who seem to "fix" it but it does not.
I have had this for over a year and in that time I have wasted so many hours so much so I am considering selling it and buying a non HP Printer!

The good news:
If the printer works, it works -- that is something.
The recurring "Offline" symptoms can hopefully be sorted.
Side Bar:
If you decide to replace the printer because of the issues you are experiencing with your network, do pay attention to the features that this printer supports so your next printer will at least be similar. For example, this OfficeJet Pro 90xx series supports 2-sided automatic scanning. This feature is not available in all printers regardless of brand.

This document is for HP OfficeJet 8010, 8012, 8013, 8015, 8022, OfficeJet Pro 8020, 8022, 8023, 8024, 8025, 8026, 8028, 8035, 9010, 9012, 9013, 9014, 9015, 9016, 9018, 9019, 9020, 9022, 9023, 9025, 9026, 9028, Tango, and Tango X printers.
If the printer is on a 2.4 GHz Wi-Fi connection and frequently disconnects, make sure Wi-Fi Direct is enabled.
What else?
This printer supports both 2.4GHz and 5GHz but not at the same time.
Dual Band / Dual Frequency Network
For example, the printer does not "hop" from one frequency to another.
If the frequency changes suddenly, the printer will lose connection to the network.
Assign the printer to the SSID named network for the frequency you want it to use.
Further protect the printer from DHCP by assigning the printer a manual (static) IP address.

I have the OfficeJet Pro 9025 (2019) - it's a nice printer.
I hope you can get your printer to "stick" on the network.
Check your router to be sure it is updated on its latest firmware -- seems unrelated but the router does drive the rest of the network.
