I brought a new HP OfficeJet 250 Mobile All-in-One printer and tried to install Full Feature Software and Driver from the following location:
https://ftp.hp.com/pub/softlib/software13/printers/OJ250/OJ250_Full_WebPack_40.11.1148.exe
There are 3 steps in the installation process
1. Prepare
2. Connect
3. Activate
My laptop was connecting to my home WiFi at the beginning of the installation process. After step 2, my laptop was connecting to the printer's WiFi Direct's Wifi access point automatically before Step 3. After I entered the purpose (e.g., for home personal use) and the country (e.g., Hong Kong) and click next, the installation process said "The software is installed and your device is connected." and then I clicked Finish the installation process completed without actually went into Step 3.
However, I have tested the same software on my Virtual Machine connected to the internet via Wired Connection, it should have 3 steps as shown below:
After logging into my account and then it said "Congratulations! Setup is complete"
However, once I clicked Finish, and it moves to HP Connected, and the system asked me to enter the ePrint Access Code, even I have already Added my printer, but the installation process never able to detect that I have completed the entire process.
Questions:
1. I can use the software and printer on my laptop without any problem, do I really need to done step 3? However, even I double click the HP OfficeJet 250 Mobile Series icon on the desktop, it never trigger Step 3 again.
2. If I want to use my printer via USB later, how to add the same printer but via USB? Click Device Setup & Software and Connect a new device?
3. If I install the full software from the CD-Rom on a laptop without internet access and connect the printer via USB, i doubt if Step 3 will appear?
4. Why the software in Step 3 never able to detect I have already added my printer on HP Connected?
Thanks.

Welcome to the HP Support Community.
1) Step 3 is not required unless you want to use the HP ePrint feature. More about it on this document: https://support.hp.com/in-en/document/c03721293 and https://www.hpsmart.com/us/en/cms/HPC/ePrint
2) You can do that or just simply connect the USB cable and the laptop should be able to detect it. More on it here: https://support.hp.com/in-en/document/c03521864
3) Step 3 will not appear then.
4) It could be cause it is part of the software/driver package. Hence there is an option to skip the step as well.
Let me know if this helps.

Thank you for your reply.
For the HP eprint, I have enabled the web service via the touchscreen of my printer.
For the personalized eprint email address, my favorite address has been linked to my old printer HP Envy 110 and now cannot be updated.
Is it possible to de-link my eprint address with the old printer and then I can reuse it with my latest printer? I guess this need to be done at HP support end.
Thanks.
