I'm having trouble trying to connect to an HP OfficeJet 3830 All In One since I've moved and changed networks.

I used to be able to print wirelessly through my network from any device in the house. Since moving I can only print when connected by a USB cable. I would like to be able to print wirelessly from my Apple OS 14 or higher and from my iPhones/iPads running latest iOS.

Here's what I have tried before submitting for help to the discussions:

1. Factory reset of the printer.

2. Connected to network using password.

4. Check for firmware update

5. Printed status pages

I have a solid blue light indicating the printer is connected to the web I assume

6. In System Settings go to Add a Printer, no printer shows up in the list.  Only when I'm connected to USB on the laptop

7. The Internet suggested that using HP Smart would be where I could print using the app. However I can't add a printer and the following suggestions are not helpful

a. the printer is plugged in and powered on

b. my printer is connected to the network via wifi

c. my device is connected to the same network as the computer

In preparing to write this description I tried to add the printer to my account via a serial number lookup and that did not work.

What am I missing here? Am I supposed to use the AirPort Utility? AirPrint? IPP?
