I stumbled onto a cure!  I have a new Win11Pro machine that I am loading.  And, it is my practice to do an IMAGE every so often in case of trouble.   My initial installation of HP OfficeJet 7740 software was with the "Full Webpack" connecting to USB.  And, I got a script error trying to open the "HP OfficeJet Pro 7740 series" ICON on the desktop. 
(This ICON's TARGET says:  HP OfficeJet Pro 7740 series.exe -Start UDCDevicePage.  There is a switch after the executable (Start UDCDevicePage) which tells executable to open the Printer Assistant.  This becomes relevant in this story.
I uninstalled software with RevoUninstaller.  I connected the printer via Ethernet and reloaded the software.  This avenue had some progress, but not success.  The executable ran without the error, but the Printer Assistant did NOT open.
I reverted the system (image recovery) prior to loading HP print software and took a different avenue.  (I suppose you could yank out all the "HP" references in registry as an alternative.)   I went down yet another avenue of trial.  I, inadvertently, had BOTH connections on the printer (USB + Ethernet) and used the "Basic Webpack" software install.  I chose the Ethernet connection when loading the program.  The "HP OfficeJet Pro 7740 series" ICON on the desktop finally opened into the Printer Assistant.  Hallelujah!
