Hi,
I am trying to setup my new printer "HP OfficeJet Pro 8028 All-in-One Printer " by installing drivers via HP Smart app.
When I am trying to install the drivers,it gives an error at the end as "Driver is Unavailable".
I also tried another way by installing the full solution software drivers from HP website,but no lucks,same error.
I also tried Scan doctor,but it couldn't help.
Can someone please help in resolving my issue?

Welcome to the HP Support Community.
Let's try to do a root uninstall and reinstall of the software:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.

I have done everything on your list. It fails during Network Device Installation, when I retry it finds the printer right away but the green progress bar going across Installing network device takes a long time and then fails.

Please uninstall the printer once again from root level and reinstall the printer driver using the Windows Built In driver
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer

I'll also add that the Smart app connects to it just fine and can scan, but it states when selecting "Print Documents", it is not installed would you like to install now and I go through that every time, it fails and instructs me to add it through settings and then it comes back to the dreaded "Driver is unavailble"... Here is the Smart App connected to printer stating Not Installed.

follow the steps below-
1. Select “Start” and type “printers” in the search box.
2. Choose “Printers & scanners“.
3. elect “Add a printer or scanner“.
4. Wait for the “The printer that I want isn’t listed” option to appear, then select it.
5. Select “Add a printer using a TCP/IP address or hostname” , then select “Next“.
6. select “TCP/IP Device” in the “Device type” list.
7. Type the hostname or the IP address of the printer. Select “Next“. To find the IP address of the printer, touch the Wi-Fi icon on the printer's control panel.
8. Windows should find the printer if the printer is on and configured correctly. You may have to specify more information. If prompted, Select the type of network adapter installed in the printer in the “Device Type” drop-down list. You can also click “Custom” to specify custom settings for the network printer. Select “Next“.
Try printing.

It did not print the test page, but it does not state "Driver is unavailable" anymore! And it allows me to see preferences and properties now, so that is better. But I do need to print to it. Just tried again and no printing. But now the Smart app states it is installed. It is using the Standard TCP/IP port and using RAW protocol. I also used the Windows driver HP OfficeJet Pro 8020 series PCL-3
