HP Recommended

I am trying to assist someone with this printer. They received it and cannot change settings because it was locked by administrator. Factory reset, setup, and network settings are all locked. there is no reset button and we cannot connect to the webpage either due to IP conflict or because web services is disabled and the option to turn it on is locked. HP Smart will not see the printer, but windows did add it but will not recognize and IP. I have done all regular troubleshooting steps
