HP Officejet 4650 is only printing in black and white except for only the Print Quality Diagnostic Page prints in color. Talked to Instant Ink on chat and that doesn't seem to be the problem with the cartridges they are full of ink and also because it will print off in color ink and black ink as appropriate when I made a copy of a brochure when I placed it on the scanner glass. I have checked the HP Printer Assistant, HP Print and Scan Dr., HP Smart, and Windows 10 settings for Printer and Scanner devices. I don't have a warranty any longer since this printer I have had for several years and it has worked pretty good. All is set for color that I know of! It seems that all my software and drivers is up to date. Could anyone have any idea how to fix this recent problem?

I understand you are facing an issue with your HP Officejet 4650 Printer. Not to worry I will help you to get a resolution to resolve the issue.
As the color copy is working fine, it indicates it is a settings issue on the PC that needs to be corrected.
Please follow the below steps to resolve the issue:
- Open the document or photo you want to print, click File, and then click Print, or click the Print icon

- Select your printer name from the Printers menu.
- Click Options, Printer Properties, Preferences, or More settings.
- Select Color: Uses all colors and black to print in full color.
NOTE: If these options are not available, install HP Smart - Microsoft Store or the full feature driver from 123.hp.com.
On the Paper/Quality, Color, or Features tab, or from the Advanced, Color mode, or Print in Grayscale menu, select from the following options based on your printing needs.
NOTE: If you regularly print in black and white, but find that color ink is also used, your printer model uses a mix of black and color inks to decrease grain. Additionally, some ink is used from all cartridges to perform periodic servicing that prevents clogs and other print quality issues. There is no way to bypass these features.
To save the print settings for all print jobs, search Windows for Printers to open the Printers & scanners settings. Click your printer name, click Manage, and then click Printing preferences. Select your settings, and then click OK.
Reference picture: In case you are printing from a different application, make sure the color is chosen before printing.
