I turn on my printer and an error message posts quickly and then all the lights flash and it’s not responsive to any buttons. Can anyone help or do I need a new printer? Was only trying to change my ink (which I spent $100 on and hope isn’t wasted).

Welcome to the HP Support Community.
This indicates a printer failure.
Let's try to reset the Printer here:
Reset the product
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Unplug the power cord from the wall outlet.
- Wait at least 60 seconds.
- Plug the power cord back into the wall outlet.
- Reconnect the power cord to the printer.
- Turn the printer on. HP recommends plugging the printer directly into a wall outlet.
Also, try connecting the Printer to a different wall outlet directly.

Thank you but I tried unplugging as you described and changing outlets and it still did not work.
am I able to update the software if the printer won’t get out of the state of flashing lights? Am I just out of luck with this printer? Or is there somewhere to service it perhaps?
