Sad story: HP Photo Creations was retired in November 2019.
Not great news, I know.

HP Smart
Depending on your printer, and whether it is connected to the network, you might be able to use HP Smart.
There are versions for mobile and for Windows 10 (for when you upgrade to a Windows 10 machine).
HP Smart for Windows is admittedly "smarter" than the mobile versions - things are changing all the time and the mobile versions might catch up at some point.
Mobile Printing – Options, How-to, Help, and Information
Print from your Android, iOS, or Amazon Fire device with the HP Mobile printing app.

If you really need to full flexibility and power-house edit, viewing, and printing options, this free software, though not "point and click" is powerful, feature packed, and provides a variety of ways to ensure your prints are how you like them.
Irfanview > Free
Irfanview provides a free program that can be used for a variety of scan and print tasks, including the “Mirror” or horizontal flip function.
- Create a Restore Point (optional, recommended)
- Download the appropriate version (32bit or 64bit) of the program from the Website and install the program
- Additional information at the website, including: FAQ
Once installed, open the software > tab Help
Example help entry:
Vertical/Horizontal Flip
- Click on the Image Menu, then Vertical Flip. The image will turn upside-down. The left/right orientation will stay the same.
- Click on the Image Menu, then Horizontal Flip. The image will turn side-to-side, as in a mirror.
Note: The effect can be used on a smaller portion (rectangle selection) of an image, as well as the entire image.
One thing I have not found is the "cut" boundaries - might be there and I just missed it.

OK, what else?
Programs / Software like Paint (mspaint) can be used to print photos. Once the basics are understood, the program is fairly easy to use and provides a few decent ways to produce a good print.
If you can get a hold of it, Windows Photo Viewer can view and print photos - not fancy, perhaps adequate.
I would guess WPV is still hanging around in Windows 8.x

Windows Photos, of course, might be an option, though truthfully, I am not sure how well it works to print - I just don't use it as a rule. This is another "App" from the Windows Store.
